Railways Warns of Strict Action Against Unauthorized Travel in Disabled Coaches

New Delhi: The Ministry of Railways has announced that strict action will be taken against passengers travelling without authorization in coaches reserved for persons with disabilities (Divyangjan), in a move aimed at ensuring accessibility for genuine beneficiaries.

The clarification comes alongside updated travel guidelines issued by Indian Railways, which allow persons with disabilities (PwDs) holding a valid Unique Disability ID (UDID) card to travel in unreserved Divyangjan coaches on mail and express trains.

Officials stated that unauthorised passengers occupying these designated coaches will face action under the provisions of the Railway Act, 1989, to prevent misuse and ensure that facilities remain available for those they are meant for.

The Ministry has also directed all zonal railways to strictly enforce these rules and issue necessary instructions to field staff for proper implementation.

Under the revised norms, PwDs with valid UDID cards or those eligible for concessional fares will be treated as bonafide passengers in specially designated compartments such as SLRD and LSLRD coaches, provided they hold valid travel authority.

The move is part of a broader effort to improve accessibility, inclusivity, and convenience for differently-abled passengers, who often face difficulties due to overcrowding and misuse of reserved spaces.

Railway officials emphasised that stricter enforcement will help ensure that Divyangjan passengers can travel with dignity and without inconvenience, especially during peak travel periods.
